Australia’s military operations are underpinned by our partnerships and relationships - with other government agencies, foreign military partners, state and non-state actors, international organisations and non-government organisations.
More than 20 years of high operational tempo have featured many stories of successful relationships but also highlighted challenges in how Defence engages with external actors on operations. Some of these challenges came from a lack of clarity about respective mandates and accountabilities.
The increasing complexity of our operational environments requires Defence to enhance the way we manage our external relationships.
Following extensive consultation across Defence and external organisations, the Australian Civil Military Centre (ACMC) has developed the Defence Relationship Framework for Operations (DRFO) which provides the principles to inform how Defence engages external organisations during the planning, conduct and review of operations.
It has been approved by Defence senior leadership. ACMC is supporting its implementation across Defence.
