
ACMC delivered a two-day Protection of Civilians training seminar focussed on the complexities of managing the humanitarian consequences of conflict at sea.
The seminar featured Australian and international presenters from government agencies and civil society. Discussions focussed on the particular challenges of protecting civilians at sea, including the impact of naval warfare and blockades and the practicalities of establishing neutral and humanitarian zones at sea.
The ICRC’s Asia-Pacific Regional Legal Adviser on Maritime matters, Mr Andre Smit, delivered the keynote address on protection of civilians at sea during armed conflict. Presentations also covered displaced people travelling by sea, coordination of maritime search and rescue operations and gender issues.
The seminar included a simulation exercise designed to explore key humanitarian considerations at sea.
